SLCP Resource Mobilization Specialist

About the role

The SLCP Resource Mobilization Specialist will support the Secretariat of Urban Environment, Water Resources and Environmental Quality of Brazil's Ministry of Environment and Climate Change, as well as the SLCP Unit, in designing and executing a resource mobilization strategy for Brazil’s short‑lived climate pollutant (SLCP) agenda across agriculture, transport, waste and energy sectors.

Key responsibilities

• Develop and implement a comprehensive resource mobilization plan aligned with Brazil’s SLCP policy framework.
• Identify financing needs, map funding opportunities and engage national and international donors.
• Prepare funding proposals, concept notes and strategic documents for priority SLCP initiatives, including the Clean Air and Climate Plan for SLCP Reduction.
• Collaborate with the Climate and Clean Air Coalition (CCAC) Secretariat and SQA/MMA to enhance the sustainability, scale‑up potential and financing readiness of Brazil’s SLCP agenda.
• Provide technical and strategic advice to ensure alignment with the CCAC Accelerator goals and Brazil’s broader climate commitments.

Required profile

• Proven experience in resource mobilization, climate finance or environmental project development.
• Strong understanding of SLCPs, climate policy and Brazil’s environmental regulatory context.
• Ability to work closely with government agencies, international partners and donors.
• Excellent written communication skills for proposal development and stakeholder engagement.

• Technical expertise in designing resource mobilization strategies.
• Knowledge of climate finance mechanisms and donor landscapes.
• Experience preparing funding proposals and concept notes.
