Public Policy Evaluation Consultant (Early Childhood)

About the role

The United Nations Human Settlements Programme (UN‑Habitat) is seeking a Public Policy Evaluation Consultant focused on early childhood to support the implementation of the State Policy for Monitoring and Evaluation of Public Policies (PEMAPP) in Alagoas, Brazil. This six‑month, remote consultancy will work closely with UN‑Habitat’s operational and technical teams.

Key responsibilities

• Provide specialized technical assistance to strengthen PEMAPP, a state‑level policy aimed at improving public‑policy management, transparency and accountability.
• Develop and refine methodological instruments, including practical guides, capacity‑development strategies, and evaluation agendas.
• Collaborate with the State Secretariat for Planning, Management and Assets and its Superintendence of Planning and Public Policies to produce evaluation templates for strategic initiatives.
• Support the preparation of monitoring and evaluation reports and contribute to knowledge‑sharing within the UN‑Habitat regional office.

Required profile

• Advanced degree or equivalent professional experience in public policy, evaluation, or early‑childhood development.
• Demonstrated experience working with government agencies or international organizations on policy monitoring and evaluation.
• Strong analytical and report‑writing abilities, with fluency in English (Portuguese is an asset).
• Ability to work independently in a remote setting for a six‑month period.
