Consultant – ATHIS Training Facilitation

About the role

UN‑Habitat is seeking a consultant to facilitate the ATHIS (Assistência Técnica de Habitação de Interesse Social) training programme in São Paulo. The consultant will work closely with UN‑Habitat’s operational and technical teams, the São Paulo Council of Architecture and Urbanism and the Brazilian Cooperation Agency to build capacity for sustainable social‑housing solutions.

Key responsibilities

• Analyse the project’s capacity‑needs assessment and ATHIS assessment to define priority thematic areas for the training.
• Design a comprehensive training plan and develop materials for a three‑module ATHIS course targeting municipal professionals.
• Deliver training sessions, workshops and webinars, ensuring alignment with the Habitat Agenda and the 2030 Sustainable Development Goals.
• Provide ongoing technical support to municipalities and institutions during the implementation phase.
• Report progress and results to the Head of the Brazil Office and coordinate with UN‑Habitat’s regional office in Rio de Janeiro.

Required profile

• Relevant academic background in urban planning, architecture, social housing or related fields.
• Proven experience in designing and delivering training programmes for public‑sector audiences.
• Familiarity with UN‑Habitat policies, the Habitat Agenda and the New Urban Agenda.
• Strong analytical and communication skills, with fluency in English; Portuguese proficiency is an advantage.
