Procurement Advisor

About the role

The Procurement Advisor will support UN‑Habitat Brazil in delivering its programme and project portfolio, ensuring all procurement activities comply with UN‑Habitat policies, procedures and ethical standards. Working closely with programme, operations and finance teams, the consultant will oversee end‑to‑end procurement cycles for goods, services and works.

Key responsibilities

• Develop, implement and monitor procurement plans aligned with approved workplans, budgets and timelines.
• Facilitate the full procurement cycle – from market research and solicitation to evaluation, award, contracting, delivery and closure – ensuring transparency, fairness and value for money.
• Prepare, review and maintain procurement documentation such as solicitation documents, evaluation reports, contracts and purchase orders.
• Conduct market research and supplier analysis, providing evidence‑based recommendations to promote competitive procurement.
• Monitor contract implementation and supplier performance, identifying issues and proposing corrective actions.
• Maintain accurate procurement and financial records, support financial reviews, audits and compliance assessments.
