Senior Urban Solid Waste Management Consultant

About the role

The United Nations Human Settlements Programme (UN-Habitat) is seeking a Senior Urban Solid Waste Management Consultant to support the Inclusive and Sustainable Rio project. The consultant will work remotely, collaborating closely with UN-Habitat’s operational and technical teams for a ten‑month assignment.

Key responsibilities

• Lead the revision of the State Solid Waste Plan of Rio de Janeiro (PERS‑RJ), including updated diagnosis and scenario development.
• Develop strategies, actions, targets, and implementation instruments that reflect the territorial, institutional, and socio‑environmental diversity of Rio de Janeiro’s municipalities.
• Facilitate integrated participation of state agencies, municipalities, public consortia, the productive sector, and waste pickers.
• Align the waste plan with national guidelines, international sustainable development agendas, and the 2030 Agenda.
• Provide technical inputs to strengthen urban resilience and promote inclusive climate action.

Required profile

• Extensive experience in urban solid waste management, preferably within public sector or international development contexts.
• Proven ability to work independently and deliver high‑quality outputs under tight timelines.
• Strong understanding of sustainable development goals, the New Urban Agenda, and related policy frameworks.
