Consultant for Supervision and Intervention Development in ATHIS

About the role

The United Nations Human Settlements Programme (UN‑Habitat) is seeking a consultant to support the supervision and development of interventions under the ATHIS (Technical Assistance for Social Housing) project in Brazil. The role will be based in São Paulo and will work closely with UN‑Habitat’s operational and technical teams as well as municipal partners.

Key responsibilities

• Define the communities to be covered by ATHIS interventions using the project’s prioritisation criteria, in coordination with municipal technical teams and community leaders.
• Conduct field assessments focused on diverse housing needs and gaps between policy and practice.
• Support the implementation of project activities, ensuring technical knowledge is transferred to municipalities and institutions.
• Collaborate with the São Paulo Council of Architecture and Urbanism (CAU/SP) and the Brazilian Cooperation Agency (ABC) to align technical assistance with local regulations.
• Report progress and results to the Head of the Brazil Office and UN‑Habitat manager.

Required profile

• Relevant experience in urban housing projects, technical assistance, and community engagement.
• Familiarity with Brazilian housing policies and social‑housing programmes.
• Ability to work in a multicultural, multi‑stakeholder environment.
