Electrical Engineer – Permanent Expat Role in Saudi Arabia

About the role

Saudi Aramco’s Downstream Power Systems Planning Department in Dhahran is seeking an experienced Electrical Engineer to lead third‑party off‑take activities. This permanent, full‑time position includes a comprehensive expatriate relocation package and focuses on ensuring technical adequacy, compliance, and reliability of electrical systems supplied by external vendors.

Key responsibilities

• Develop and manage third‑party and joint‑venture agreements, including energy conversion and power purchase contracts.
• Review and verify third‑party billing such as capacity, energy charges, penalties, and availability factors.
• Perform detailed performance analyses and benchmarking of cogeneration systems.
• Ensure compliance with contractual obligations, grid codes, and off‑take requirements.
• Monitor power off‑take, analyze variances, and produce short‑ and long‑term energy forecasts.
• Assess operational, commercial, and contractual risks related to off‑take arrangements.
• Prepare comprehensive reports for customers and stakeholders and support audit processes.
• Collaborate with internal teams (operations, planning, project management, legal) and external partners.

Required profile

• Bachelor’s degree in Electrical Engineering from an accredited program.
• Minimum 15 years of field experience in utility or industrial sectors.
• Deep knowledge of cogeneration technologies, IPP schemes, BOOT/BOO models, and power purchase/energy conversion agreements.
• Strong analytical and negotiation capabilities.
