Local Consultant – Expert in Children & Adolescents Rights

About the role

The United Nations Office on Drugs and Crime (UNODC) is seeking a local consultant to support the formulation and implementation of Brazil's National Policy for the Prevention of and Response to Intentional Lethal Violence against Children and Adolescents. The consultant will work under the supervision of the UNODC Representative in Brazil, focusing on establishing and operationalising an Intersectoral Committee that will drive the policy's execution.

Key responsibilities

• Develop and finalise the workplan, stakeholder mapping and coordination mechanisms for the Intersectoral Committee.
• Draft normative and technical instruments, including a ministerial ordinance and internal regulations for the Committee.
• Facilitate articulation among ministries, NGOs and other key stakeholders, organising coordination meetings and ensuring systematic documentation of decisions and referrals.
• Monitor and report on Committee activities, systematising decisions, referrals and liaison processes.
• Design a monitoring framework for the National Policy with indicators, data sources and strategic recommendations.

Required profile

• Advanced university degree (Master’s or equivalent) in Anthropology, Public Health, Sociology, Public Policies, Social Policies, Human Rights or a related field (or a first‑level degree plus two years relevant experience).
• Minimum two years of professional experience in public policies for children and adolescents, inter‑institutional coordination, or support to governmental committees.
• Proven ability to draft technical documents, prepare reports and systematise policy‑related information.
