Senior Manager – Government Affairs (Brazil)

About the role

The Senior Manager, Government Affairs for Brazil will support Alibaba’s growth by leading proactive engagement with federal, state, district and municipal authorities. Reporting to the Director of Government Affairs for Latin America, the role focuses on shaping policy and regulatory environments that affect e‑commerce, digital services, logistics, tax and competition.

Key responsibilities

• Monitor and analyse legislative, regulatory and political developments across all levels of government in Brazil.
• Develop and execute advocacy strategies on issues such as product safety, intellectual property, consumer protection, customs and De Minimis thresholds.
• Maintain high‑level relationships with government officials, trade associations and external consultants.
• Provide risk assessments, recommend engagement tactics and represent Alibaba in stakeholder meetings.
• Collaborate with internal business units to align public‑policy initiatives with corporate objectives.

Required profile

• Approximately 8 years of experience in a relevant Brazilian government office or corporate government relations role.
• Proven track record managing high‑level relationships and delivering effective government‑affairs programs.
• Strong ethical reputation and executive presence.
• Excellent oral and written communication skills in Portuguese and English; additional language abilities (Mandarin, Spanish) are a plus.
• Strategic thinking, sound decision‑making and ability to navigate complex policy issues.
