Technical Support Consultant for UAPI Programme – Recife (5‑month)

About the role

UNICEF Brazil is seeking a Technical Support Consultant to strengthen the implementation of the UAPI (Unidade Amiga da Primeira Infância) programme in Recife. The consultant will work remotely for a five‑month period, providing expert guidance to municipal teams and UNICEF staff to improve early childhood services across health, education and social sectors.

Key responsibilities

• Support the UNICEF team in applying the UAPI methodology and ensuring integration of health, education and social services.
• Participate in technical meetings with municipal secretariats and scientific committees to facilitate inter‑sectoral coordination.
• Conduct structured field missions to health units (UBS), early education centres (CMEI) and social assistance centres (CRAS), offering on‑site assistance.
• Monitor collection and analysis of baseline and intermediate indicators, providing technical clarification and support.
• Help design an integrated training calendar aligned with municipal needs and UNICEF guidelines.
• Prepare periodic progress reports highlighting achievements, challenges and recommendations.

Required profile

• Experience in technical support or consultancy for public‑sector programmes related to early childhood, health, education or social services.
• Proven ability to analyse indicators, understand territorial dynamics and contribute to methodology refinement.
• Strong communication skills for coordinating with municipal teams, UNICEF staff and local stakeholders.
