Programme Analyst (Technical Projects)

About the role

The United Nations Human Settlements Programme (UN‑Habitat) is seeking a Programme Analyst to support technical projects under the Periferia Viva Program in Santo André, Brazil. The consultant will work closely with UN‑Habitat’s operational and technical teams to advance socio‑territorial transformation in vulnerable urban areas.

Key responsibilities

• Assist the Municipal Secretariat of Urban Development and Housing in planning and monitoring infrastructure interventions such as paving, sewage systems, and micro‑drainage.
• Coordinate with local authorities and community groups to ensure alignment of project activities with the Habitat Agenda and the New Urban Agenda.
• Prepare technical reports, data analyses, and documentation to support decision‑making and policy formulation.
• Contribute to the design and implementation of community empowerment and innovation initiatives within the project scope.

Required profile

• Relevant experience in urban development, infrastructure planning, or related fields.
• Familiarity with public‑policy coordination and stakeholder engagement in a municipal context.
• Ability to work on a short‑term consultancy basis and adapt to evolving project needs.

Required skills

• Knowledge of urban infrastructure planning and implementation.
• Experience with data collection, analysis, and reporting for development projects.
