Consultant for Participatory Processes (Social Work)

About the role

The United Nations Human Settlements Programme (UN-Habitat) is seeking a Consultant for Participatory Processes to support the ATHIS project in São Paulo. The consultant will work closely with UN-Habitat’s operational and technical teams to ensure that project activities are inclusive, gender‑sensitive and accountable.

Key responsibilities

• Provide technical support to embed participatory processes in all project activities.
• Adapt UN-Habitat’s Capacity Needs Assessment (CNA) methodology to the social housing technical assistance context.
• Facilitate stakeholder engagement, ensuring representativeness of vulnerable groups.
• Monitor and report on the implementation of participatory mechanisms.
• Collaborate with the São Paulo Council of Architecture and Urbanism and the Brazilian Cooperation Agency.

Required profile

• Professional background in social work, urban development or related fields.
• Experience in designing and implementing participatory processes.
• Familiarity with social housing policies and UN‑Habitat frameworks.
• Ability to work in a multicultural environment and communicate effectively with government and civil‑society partners.
