Energy Transition Specialist Consultant

About the role

The Energy Transition Specialist Consultant will be embedded within Brazil's Ministry of Environment and Climate Change (MMA) and work under the guidance of the UNEP Brazil Representative. The role provides day‑to‑day technical advice to strengthen the Ministry’s capacity on just energy transition, policy development and inter‑ministerial coordination.

Key responsibilities

• Serve as the primary energy expert within the MMA Energy Hub, delivering technical and analytical guidance on decarbonisation, fiscal risk and transition scenarios.
• Provide strategic advice to UNEP’s Climate Policy lead and oversee research conducted by Universidade de Campinas, including economic impact analysis.
• Translate analytical outputs into policy‑relevant briefs, aligning Energy Transition Pathways with national frameworks (Plano Clima, Plano de Transformação Ecológica) and international obligations (NDC, BOGA, COP31).
• Facilitate coordination among ministries (MMA, MME, MF, Casa Civil) by preparing technical briefs, meeting notes and position papers.
• Design and deliver capacity‑building programmes for MMA staff on topics such as decarbonisation modelling, critical minerals governance, VRE integration, energy efficiency, just transition frameworks and financial de‑risking mechanisms.

Required profile

• Proven experience providing technical advice on energy transition and decarbonisation to government or international organisations.
• Strong background in policy analysis, fiscal risk assessment and economic impact studies.
• Demonstrated ability to coordinate inter‑ministerial processes and engage with domestic and international stakeholders.
