Programme Analyst (Consultant)

About the role

The Programme Analyst will support the implementation of UN‑Habitat's Social Territories Program in Rio de Janeiro, providing technical and operational assistance to achieve project objectives and strengthen institutional capacity.

Key responsibilities

• Provide technical support for project activities, including communication campaigns, strategic frameworks, capacity‑building, and data management.
• Organise and deliver trainings, workshops and participatory processes with attention to gender and vulnerable groups.
• Prepare high‑quality technical documents, reports and knowledge products aligned with project outcomes.
• Facilitate stakeholder engagement with government, civil society, academia and private‑sector partners.
• Support project monitoring, procurement, recruitment and risk mitigation in line with UN‑Habitat guidelines.

Required profile

• Bachelor’s degree in a relevant field (Public Administration, Urban Planning, Economics, etc.) or equivalent experience.
• Minimum three years of professional experience in project/programme management on urban or development themes, preferably in Brazil.
• Experience coordinating stakeholders, managing consultants and delivering participatory workshops.

Required skills

• Proficiency with Windows operating system and Microsoft Office suite.
• Strong ability to use web search engines and online collaboration platforms.
• Knowledge of project management methodologies.
