Public Policy Evaluation Consultant – Education

About the role

The United Nations Human Settlements Programme (UN‑Habitat) is seeking a Public Policy Evaluation Consultant specialized in education to support the implementation of the State Policy for Monitoring and Evaluation of Public Policies (PEMAPP) in Alagoas, Brazil. The consultant will work remotely, collaborating closely with UN‑Habitat’s operational and technical teams.

Key responsibilities

• Provide technical assistance to strengthen PEMAPP, including the development of methodological tools and evaluation frameworks.
• Design and adapt practical guides, capacity‑development strategies, and long‑term evaluation agendas for state‑level education initiatives.
• Prepare Terms of Reference templates for the evaluation of strategic state projects.
• Support the State Secretariat for Planning, Management and Assets in drafting plans, manuals, and related policy documents.
• Ensure timely delivery of all deliverables within the five‑month contract period.

Required profile

• Proven experience in public policy evaluation, preferably in the education sector.
• Familiarity with monitoring and evaluation (M&E) frameworks and capacity‑building processes.
• Experience working with government agencies or multilateral organizations.
• Strong analytical and report‑writing abilities.
• Ability to work independently and remotely while maintaining effective communication with UN‑Habitat teams.
