Public Policy Evaluation Consultant (Labour, Employment & Income)

About the role

The Public Policy Evaluation Consultant will support UN‑Habitat’s project "Visão Alagoas 2030" by providing specialised technical assistance to strengthen the State Policy for Monitoring and Evaluation of Public Policies (PEMAPP) in Alagoas, Brazil. The role is home‑based and lasts five months, requiring close collaboration with UN‑Habitat’s operational and technical teams.

Key responsibilities

• Assist the State Secretariat for Planning, Management and Assets in refining PEMAPP methodology and tools.
• Develop and adapt evaluation instruments, including practical guides, capacity‑development strategies, and long‑term evaluation agendas.
• Prepare Terms of Reference templates for the evaluation of strategic state initiatives.
• Support the implementation of monitoring and evaluation processes and produce analytical reports for stakeholders.
• Facilitate knowledge transfer and capacity building for local officials and partners.

Required profile

• Advanced degree in public policy, economics, social sciences or a related field.
• Proven experience in policy evaluation, especially in labour, employment or income programmes.
• Familiarity with UN‑Habitat processes and the Sustainable Development Goals.
• Strong analytical and report‑writing abilities.
• Ability to work independently in a remote setting and meet tight deadlines.
