Public Policy Evaluation Consultant – Remote (5‑month internship)

About the role

The United Nations Human Settlements Programme (UN‑Habitat) is seeking a Public Policy Evaluation Consultant to support its Public Internship Programme. This remote, five‑month assignment will work closely with UN‑Habitat’s operational and technical teams to strengthen the State Policy for Monitoring and Evaluation of Public Policies (PEMAPP) in Alagoas, Brazil.

Key responsibilities

• Provide specialized technical assistance for the design, implementation, and refinement of PEMAPP.
• Develop and update methodological tools, practical guides, and capacity‑development strategies for state officials.
• Assist in creating a long‑term evaluation agenda and drafting Terms of Reference for strategic evaluations.
• Collaborate with UN‑Habitat’s regional office and local government partners to ensure alignment with the Habitat Agenda and Sustainable Development Goals.
• Prepare concise reports and recommendations for the State Secretariat for Planning, Management and Assets.

Required profile

• Advanced degree in public policy, urban planning, development studies, or a related field.
• Demonstrated experience in monitoring, evaluation, and policy analysis, preferably in a public‑sector context.
• Strong analytical and writing skills with the ability to produce clear, actionable guidance.
• Excellent communication and teamwork abilities for remote collaboration with international stakeholders.
