Regionalization and Intermunicipal Arrangements Consultant

About the role

UN-Habitat is seeking a consultant to support the Regionalization and Intermunicipal Arrangements component of the Inclusive and Sustainable Rio project. The role focuses on strengthening urban resilience in the State of Rio de Janeiro through the revision of the State Solid Waste Plan (PERS‑RJ) and the engagement of civil society and multiple government tiers.

Key responsibilities

• Work closely with UN‑Habitat operational and technical teams to implement project objectives.
• Lead the preparation of an updated diagnosis of solid‑waste management across Rio de Janeiro’s municipalities.
• Develop scenario analyses and define strategies, actions, targets, and implementation instruments.
• Coordinate with state agencies, municipalities, public consortia, the private sector and waste‑picker cooperatives.
• Ensure alignment with national guidelines, the 2030 Agenda, the New Urban Agenda and other international sustainability frameworks.
• Produce technical reports, recommendations and presentation materials for stakeholders.

Required profile

• Advanced degree in urban planning, environmental management, public policy or a related field.
• Proven experience in urban resilience, solid‑waste planning and intermunicipal coordination.
• Familiarity with UN‑Habitat processes and the Latin American urban context.
• Strong analytical, reporting and stakeholder‑engagement abilities.
• Fluency in English; Portuguese language skills are an advantage.
