Strategic Urban Governance Consultant

About the role

The United Nations Human Settlements Programme (UN‑Habitat) is seeking a Strategic Urban Governance Consultant to support the second phase of the Viva o Verde SP project in São Paulo. The consultant will work closely with UN‑Habitat’s operational and technical teams to advance inclusive green‑space governance, design and management.

Key responsibilities

• Develop a comprehensive proposal for inter‑sectoral coordination to improve public green‑space access and resilience.
• Support the Secretariat of Green and Environment (SVMA) in aligning project outputs with the Sustainable Development Goals and the New Urban Agenda.
• Conduct stakeholder analysis, facilitate workshops, and draft policy recommendations for inclusive park governance.
• Prepare technical deliverables, reports and presentations for UN‑Habitat and municipal partners.
• Ensure timely delivery of all tasks within the seven‑month contract period.

Required profile

• Advanced degree in urban planning, public policy, environmental studies or a related field.
• Minimum five years of professional experience in urban governance, sustainable development or international consulting.
• Demonstrated experience working with government agencies, UN bodies or multilateral development partners.
• Strong knowledge of Brazilian urban contexts, especially issues related to informal settlements and green‑space equity.
• Fluency in English and Portuguese.
